The following key issues and concerns are being addressed:

This procedure is aimed to encourage disposal by evaporation of Oily water and Bilge water generated in Engine Room during daily operations. It provides enhanced clarity and understanding on Evaporation of IOPP tanks (3.1 and 3.3) in ER. Evaporation of 3.3 listed tanks is also recommended for clean disposal subject to availability of heating system for those tanks and/ or its transfer to 3.1 listed tank for evaporation.

1. IOPP LISTED TANKS AND SEC 3.2.3

The IOPP Supplement / Form B states in Sec 3.2.3 as “Other means of Disposal”. Under this section besides other disposal options, evaporation is also listed for the 3.1 listed tanks (Eg Waste Oil/ Sludge/ Oily Bilge tanks). These 3.1 listed tanks contents can be evaporated with individual heating coils. While MEPC.1/ Circ.640 allows evaporation as method of disposal, Classification societies (RO) may have different viewpoint regarding this to be mentioned in sec 3.2.3 of the IOPP Supplement. Some of RO may mention evaporation while others will reserve such mention only when there is mechanical aid for evaporation such as “Exhaust fan” i.e. mechanical means to aid evaporation.

Vessel to verify IOPP Supplement & Sec 3.2.3 & communicate with respective VM to approach Class on its inclusion.

PS Note: The 3.3 listed tanks with heating coils for evaporation will not be mentioned in the IOPP supplement and/ or in Sec 3.2.3

Caution:
All the 3.1 listed IOPP tanks must have their vents leading to open deck/ funnel deck/Mist box open atmosphere and NOT open in ER.

2.DIRECT “EVAPORATION” FOR 3.1 LISTED BILGE TANKS (WITH HEATING COILS)

Most/ or all the waste oil tanks listed under section 3.1 of IOPP supplement, are generally equipped with heating coils and hence can be evaporated. Ship staff encouraged to maximize disposal of the generated waste Oil/ Sludge by evaporation of the entrained water. Recording of this evaporation from any of the 3.1 Listed tanks: (Ref MEPC.1/Circ 736/ Rev.2):

3.DIRECT “EVAPORATION” FOR 3.3 LISTED BILGE TANKS (WITH HEATING COILS

Evaporation is conventionally understood to be done for contents of the3.1 Listed IOPP tanks such as Waste Oil tanks/ Sludge tanks/ Oily Bilge tank etc. However, by design several ships have IOPP 3.3 listed tanks such as Bilge tanks/ Bilge Holding tank/ Dirty Bilge tank/ Primary Bilge tank that are equipped with heating coils. On such vessels, CE and ER staff are encouraged to carry out evaporation of these tank contents to maximize clean disposal by evaporation.

When verified with various Classification societies, all have concurrent views that Bilge tanks contents can be evaporated, and such entries can be done and recorded under “I”.

4.EVAPORATION OF 3.3 LISTED BILGE TANK S WITHOUT HEATING COILS)

Ships which do not have heating coil fitted in the 3.3 Listed Bilge tanks, can also choose to execute clean disposal by using alternate methods for evaporation. On such cases, The Bilge tank (3.3 Listed) contents can be transferred to 3.1 Listed Waste Oil/ Oily Bilge/ Sludge tank etc. wherein the transferred contents can be evaporated by the heating coils in these tanks.

The transfer from 3.3 listed Bilge tanks to 3.1 Listed Waste Oil tanks can be done by either of following methods and recorded accordingly in ORB:

         A.Transfer by Fixed pump & piping system: The ships design allows transfer of the 3.3 listed tank contents to 3.1 Listed tank, then the ORB entry to be as follows:

         B.Transfer by Portable pump and flexible hose: The transfer can be manually effected by portable pump and flexible hose for entire bilge tank contents or the last          unpumpable contents
